Organisering og kvalitet i spesialundervisningen. En studie av skoleledelsens organisering av spesialundervisningen og denne organiseringens betydning for lærernes praksis.

Abstract
Det har i den siste tiden vært økt fokus på spesialundervisning. Differensiering av elever og en økende bruk av segregerte løsninger har bekymret, når målet er en inkluderende skole for alle. I dette prosjektet har jeg ønsket å konstruere kunnskap som kan redegjøre for hvordan organiseringen av spesialundervisning foregår i ungdomsskolen. I denne kvalitative studien, har jeg har sett nærmere på hvilke forhold som påvirker ledelsens organisering, og hvordan dette rammer inn lærernes praksis. Det er i møte mellom ledelse og lærere spesialundervisningen formes. Og de prosesser som foregår der belyser jeg fra henholdsvis et instrumentelt perspektiv og et institusjonelt perspektiv. Skolen er en arena hvor politiske målsettinger skal realiseres, og på den bakgrunn, blir mange spenninger tydelig.
Langs aksen sentralisering og desentralisering drøftes det hvordan skoleledelsen må håndtere et krysspress av forventninger. Slike prosesser påvirker tolkningen og implementering av tiltak, og får betydning for hvordan en velger å organisere spesialundervisningen. Funn fra studien indikerer at ledelsens oversettelse og tolkning av hva spesialundervisning skal være, er med på å påvirke hvordan organiseringen blir. Forstås retten til spesialundervisning som juridisk rettighet, snevrer en inn forståelsen av hva spesialundervisninger er. Tolkningen av spesialundervisning som foregår hos ledelsen får som følger av en slik prosess, betydning for praksisen til lærerne. Organiseringen av spesialundervisningen er styrt av top-down prosesser, men i møte med praksis blir strukturene rundt organiseringen løsere, og det er i stor grad opp til lærerne selv å realisere innholdet. De løse strukturene rundt lærerne og prosessene som foregår der, er bottom-up styrte. Disse motsetningsfylte prosessene fører til en organisering av spesialundervisningen som ingen av skolens aktører er fornøyde med, men som en ikke vet hvordan en skal gjøre bedre. Studien utforsker hvilke muligheter skolen har for å utvide sitt handlingsrom, og bedre kvaliteten på spesialundervisningen, og konklusjonen blir at det ligger i å arbeide med samarbeidsstrukturene.
