Abstract
Politiet gjennomfører flere tusen væpnede oppdrag hvert år. En stor andel av disse hendelsene blir kjent for politiet ved at en melder ringer operasjonssentralen. Her må operasjonsleder sørge for at politiet forstår situasjonen tilfredsstillende, samt gjennomføre risikovurdering. Begge deler er viktig for å kunne iverksette hensiktsmessig respons. Ettersom politiet er bevæpnet og står ovenfor antatt farlig gjerningsperson, kan dette medføre økt fare for publikum, tjenestepersoner og gjerningsperson.
Det foreligger ingen forskning på sammenhengen mellom vurderinger som blir gjort av operasjonsleder, og hendelsen politipatruljene faktisk møter. Problemstillingen for denne oppgaven lyder derfor:
Hvordan samsvarer risikovurderingen operasjonsleder gjør i meldingsfasen med hendelsen politipatruljene møter i aksjonsfasen ved akutte skarpe oppdrag?
Teorier om sensemaking og risikovurdering ligger til grunn. Oppgaven tar utgangspunkt i empirisk materiale fra intervju av operasjonsledere, samt studier av politiets elektroniske datasystem. Her var vaktjournalen PO viktig for å avdekke hvordan operasjonsleder fikk grep om hendelsene, samt utførte risikovurdering. I tillegg ga journalen svar på hvilken trussel politipatruljene møtte på åstedet. Instrukser og andre styringsdokument ble også benyttet for å belyse problemstillingen. Studien omhandler ett politidistrikt i 2018.
Funnene viser at operasjonsleder i stor grad oppfattet og forsto vesentlige detaljer ved hendelsene, hvilket dannet godt utgangspunkt til å vurdere risiko. Imidlertid var operasjonslederne lite samstemt om risikovurderinger. Både intervjuene og søk i datasystemene viser at operasjonslederne manglet enhetlig forståelse av risikobegrepet og metoder for risikovurdering. Dermed ble resultatene mer påvirket av hvilke personer som utførte arbeidet, enn som produkt av en felles standard. Til tross for manglende teoretisk forståelse og metodisk tilnærming, benyttet operasjonslederne prinsipper for risikostyring som beskrevet i det teoretiske grunnlaget. Herunder inngår blant annet usikkerhet, konsekvenspotensiale og forsiktighet. Politipatruljene møtte svært sjelden krevende motstand ved akutte skarpe oppdrag. I så måte viser empiriske funn begrenset samsvar mellom hvor risikofylt operasjonsleder antok hendelsen var, sammenlignet med erfaringer fra politipatruljene på åstedet. Imidlertid kan man vanskelig kritisere operasjonslederne for deres dimensjonering av væpnet respons, ettersom omstendighetene ga grunn til å tro at politiet kunne stå ovenfor særlig farlig person.
