Relasjonsarbeid i arbeidsinkluderingsprosesser

Abstract

Sammendrag Bakgrunn: Utvidet oppfølging er et arbeidsrettet tiltak i Arbeids- og velferdsforvaltningen. Tiltaket innebærer tett individuell oppfølging fra jobbspesialist til personer som har omfattende og sammensatte støttebehov for å kunne skaffe og beholde arbeid. Det som kjennetegner en jobbspesialist er at hen jobber etter en arbeidsmetodikk som heter Supported Employment, der målet er ordinært arbeid ut fra jobbsøkers ønsker og preferanser.

Formål: Formålet med denne undersøkelsen er å få frem kunnskap om hvordan jobbspesialister ser på relasjonens betydning til jobbsøker og arbeidsgiver i arbeidsinkluderingsprosesser.

Metode: Studien har et kvalitativt design der målet var å få frem kunnskap om hvordan jobbspesialister selv ser på relasjonens betydning i arbeidsinkluderingsprosesser. Data ble samlet inn ved hjelp av semi-strukturerte intervjuer med fire jobbspesialister fra tiltaket Utvidet oppfølging i Sør – Rogaland. Dataen ble analysert ved hjelp av tematisk analyse.

Resultat: Studien har vist at det å bygge relasjoner er en kompleks oppgave. Jobbspesialistene investerer mye av seg selv, tid, refleksjoner og sosialt arbeids kunnskap i arbeidet med å utvikle trygge og tillitsfulle relasjoner både før, under og etter en arbeidsinkluderingsprosess. Hovedtemaene som kom frem gjennom tematisk analyse var at det å bygge relasjoner både har kvantitative-, kvalitative og kontekstuelle dimensjoner.

Konklusjon: Funnene i denne studien viser at tiden som jobbspesialistene bruker på å utvikle trygge og tillitsfulle relasjoner til jobbsøkere og arbeidsgivere kan ha betydning for hvordan arbeidsinkluderingsprosessen utvikler seg. Det er viktig at det blir lagt til rette for at jobbspesialistene får tid til relasjonsbyggingen for å kunne veilede jobbsøkerne mot målet som er ordinært lønnet arbeid.

Summary Background: Extended Follow-up is a work-oriented measure in the Labour and Welfare Service. The measure involves close individual follow-up from a Job Specialist to people who have extensive and complex support needs to be able to obtain and maintain a job. What characterises a Job Specialist is that they work according to a work methodology called Supported Employment, where the goal is ordinary work based on the jobseeker's wishes and preferences.

Purpose: The purpose of this thesis is to gain knowledge about how Job Specialists view the importance of the relationship with the jobseeker and the employer in work inclusion processes.

Method: The study has a qualitative design where the goal was to gain knowledge about the job specialists' own views on the importance of the relationship in work inclusion processes. Data were collected using semi-structured interviews with four Job Specialists from the Extended Follow-up measure in Sør-Rogaland. The data were analysed by using thematic analysis.

Result: This thesis demonstrates that building relationships is a complex task. The Job Specialists invest a lot of themselves, time, reflections and social work knowledge in the work of developing safe and trusting relationships both before, during and after a work inclusion process. The main themes that emerged through thematic analysis were that building relationships has both quantitative, qualitative and contextual dimensions.

Conclusion: The finding of this thesis shows that the time that Job Specialists spend developing safe and trusting relationships with jobseekers and employers can have an impact on how the work inclusion process develops. It is important that arrangements are made to ensure that the Job Specialists have time to build relationships in order to be able to guide the jobseekers towards the goal of ordinary paid work.
