Innflytelse uten alternativ

Abstract

Denne studien tar for seg hvordan barns medvirkning ivaretas i uplanlagt flytting fra fosterhjem. Formålet var å utforske tematikken i håp om å få mer kunnskap om hvordan medvirkningsretten kommer frem i akutte situasjoner slik som uplanlagt flytting. Problemstillingen har vært; «Hvordan ivaretas barnets perspektiv og barns rett til medvirkning ved uplanlagte flyttinger under barnevernets omsorg?». I studien tok jeg i bruk kvalitativ forskningsmetode med semistrukturert intervju. Det ble gjennomført intervju med to ungdommer som tidligere hadde opplevd uplanlagt flytting, samt fire fagpersoner som jobbet med tematikken. Studien er utforskende og innebefatter både hermeneutisk, fenomenologisk og kritisk forsknings perspektiv. Studiens teoretiske forankring tar utgangspunkt i medvirknings perspektivet ved å se på kontaktpersoners byråkratiske rolle og elementer som betraktes som viktige for medvirkning. Studien viser at medvirkning i uplanlagt flytting er vanskelig. Den reelle medvirkningen viser seg på mange måter å være fraværende da barna i uplanlagt flytting i grunnen ikke har noen alternativer å ha innflytelse på. Dette da avgjørelsen allerede er tatt. Informasjon fremkommer dermed som en viktig faktor i medvirkningsretten til barn som utsettes for uplanlagt flytting.

This study addresses how children’s partcipation is taken care of in unplanned moves from foster care. The purpose was to explore the topic in the hope of gaining more knowledge about how the right of participation emerges in sudden situations such as unplanned moves. The research question has been: «How are the child’s perspective and children’s right to participate in unplanned moves under the child welfare care?» In the study I used a qualitative research methode with a semi-structured interview. Interview’s were conducted with two young people who had previously experienced unplanned moves, as well as four professionals who worked with the topic. The study is exploratory and includes both hermeneutic, phenomenological and critical research perspectives. The study’s theoretical foundation is based on the participation perspective by looking at the bureaucratic role of contact persons and elements that are considered important for participation. The study shows that participation in unplanned moves is difficult. The real participation turns out to be absent in many ways, as the children in unplanned moves basically have no alternatives to influence the decision. This is bacause the decision has already been made. Information thus emerges as an important factor in the right of paticipation of children who are exposed to unplanned moves.
