Denne forskningsoppgaven skal utforske potensielle ulikheter mellom Sveits og Norges velferdssystem. Ved å analysere tilnærminger og argumenter om hvorfor deres tilnærming er slik, søker oppgaven å gi innsikt i hva som fungerer bra og mindre bra i et samfunn. Hensikten er å se om denne sammenligningen kan gi en økt forståelse om hvilket velferdssystem som er mest inkluderende for befolkningen. Argumentet bak oppgaven er at det er viktig å forske på Sveits og Norge fordi de har så forskjellig tilnærming.
Litteraturen tilsier at velferdspolitikken i et land har en betydelig innvirkning på utformingen og gjennomføringen av sosial politikk (Esping-Andersen, 1990). Ifølge Esping-Andersens (1990) typologi av velferdsregimer, blir Norge klassifisert som sosialdemokratisk velferd. Det vil si at universalisme og statlige tjenester står høyt (Kildal, 2013). Mens i Sveits er det mer konservativ-korporativ velferd. Som igjen går mer på marked og ansvar som er tillagt individene i samfunnet (Obinger, 1998).
Oppgaven vil først gi en oversikt om begrepet velferdsstat. Deretter vil teksten videre se på hvordan Norge og Sveits er oppbygget. Det er fordi at Sveits er et komplekst land, som består av direkte demokrati og desentralisering av politikk, velferd og utdanning. Mens Norge ikke er et desentralisert eller direkte demokrati. På den måten vil leseren få en bedre forståelse videre i oppgaven. Deretter vil oppgaven undersøker tilnærmingen til velferdssystemet fra Norge og Sveits. Abstract
This research paper will explore potential differences between Switzerland and Norway's welfare system. By analyzing approaches and arguments about why their approach is so, the paper seeks to provide insight into what works well and less well in a society. The purpose is to see if this comparison can provide an increased understanding of which welfare system is most inclusive for the population. The argument behind the thesis is that it is important to research Switzerland and Norway because they have such different approaches.
The literature suggests that the welfare policy of a country has a significant impact on the design and implementation of social policies (Esping-Andersen, 1990). According to Esping-Andersen's (1990) typology of welfare regimes, Norway is classified as social democratic welfare. That is, universalism and state services are highly valued (Kildal, 2013). Whereas in Switzerland, it is more conservative-corporate welfare. Which in turn is based more on the market and responsibility assigned to individuals in society (Obinger, 1998).
The paper will first provide an overview of the concept of the welfare state. The text will then go on to look at how Norway and Switzerland are structured. This is because Switzerland is a complex country, consisting of direct democracy and decentralization of politics, welfare and education. Whereas Norway is not a decentralized or direct democracy. In this way, the reader will gain a better understanding further on in the thesis. Next, the paper will examine the approach to the welfare system from Norway and Switzerland.
