Sameksistens eller same-eksistens? En studie av historiebruk og historiefortellinger i Fosen-saken
Abstract
Denne masteravhandlingen studerer hvordan ulike aktører benytter seg av historie og danner historiske fortellinger i debatten om Fosen-saken, samt hvordan Sannhets- og forsoningskommisjonen har påvirket denne debatten. Problemstillingen for oppgaven lyder som følger: "På hvilke måter blir historien brukt i debatten om Fosen-saken, og hvordan har Sannhets- og forsoningskommisjonen preget denne debatten?" Videre studerer oppgaven hvilke historiske fortellinger som dannes i debatten og hvilke funksjoner de har. I tillegg undersøkes det hvordan de ulike aktørgruppene forholder seg til begrepet om fornorsking, og hvorvidt dette begrepet brukes i debatten. Oppgavens tidsspenn strekker seg fra juni 2010 til november 2023, og undersøker debatten i dette tidsrommet.
Oppgaven berører forskningsfeltet historisk rettferdighet, og bidrar til å studere hvordan den norske Sannhets- og forsoningskommisjonen har blitt debattert både underveis og etter den ble ferdigstilt. Likeså debatterer oppgaven spørsmål om forsoning, som er hovedmålet til kommisjonen, og hvordan Fosen-saken påvirker denne prosessen. Videre er oppgaven forankret i historiebruk som teoretisk tradisjon, men har i tillegg en narrativ innfallsvinkel. Oppgaven har en kvalitativ metode, som igjen består av en kombinasjon mellom historiebruksanalyse og narrativanalyse.
Empirien er hentet fra fem forskjellige aviser og er skrevet av forskjellige aktører. Analysen har tatt utgangspunkt i fire forskjellige aktørperspektiver i debatten; naturvernperspektiv, samisk perspektiv, statlig perspektiv og utbyggerperspektiv, som til sammen har hensikt å belyse debatten fra ulike standpunkter. Oppgaven tittel "Sameksistens eller same-eksistens" gjenspeiler grunnfortellingene som oppgaven undersøker, og dreier seg om aktørene mener det er mulig med sameksistens mellom reindrift og vindmøller på Fosen, eller om vindmøllene på Fosen utgjør er så stort hinder for reindriften og derav den samiske kulturen at det blir et spørsmål om same-eksistens. This thesis examines how various actors uses history and construct historical narratives in the debate surrounding the Fosen case, as well as how the Truth and Reconciliation Commission has influenced this debate. The research question for the thesis is: "In what ways is history used in the debate about the Fosen case, and how has the Truth and Reconciliation Commission affected this debate?" Furthermore, the thesis explores the historical narratives emerging in the debate and their respective functions. Additionally, it investigates how different actor groups engage with the concept of 'fornorsking' (Norwegianization) and whether this concept is used in the debate. The study spans from June 2010 to November 2023, analyzing the debate during this period.
The thesis intersects with the field of historical justice research, contributing to the examination of how the Norwegian Truth and Reconciliation Commission has been debated during its operation and following its completion. Similarly, the thesis discusses questions of reconciliation, which is the commission's main objective, and how the Fosen case impacts this process. Moreover, the thesis is anchored in the theoretical tradition of history usage but also adopts a narrative perspective. The methodology used is qualitative, comprising a combination of historical usage analysis and narrative analysis.
The empirical data is drawn from five different newspapers written by various actors. The analysis is based on four different actor perspectives in the debate: environmental perspective, Sami perspective, governmental perspective, and developer perspective, collectively aiming to illuminate the debate from diverse viewpoints. The title, "Coexistence or Sami-existence", reflects the fundamental narratives under examination, revolving around whether actors believe coexistence between reindeer husbandry and wind turbines in Fosen is possible, or whether the wind turbines in Fosen pose such a significant obstacle to the reindeer husbandry and thereby Sami culture, that it becomes a question of sami-existence.
