Gjestar som blir? Arbeidsinnvandring som utfordring for kommunar på Vestlandet

Abstract

This article addresses questions about local policies towards economic migrants in Western Norway. It refers to statistical data mapping the population of economic migrants over time, but the emphasis is on an analysis of documents and web pages together with interviews with civil servants, economic migrants, civil sector representatives and employers from four counties and eight municipalities. The article seeks to identify policies which can be detected from the local offer of welfare services. These policies are discussed, drawing mainly on Alexander’s (2003) theory concerning local policies for economic migration. The dilemma for local authorities is that they do not know the length of time for which the economic migrants will settle. Findings are that public services at all levels show limited interest in the specific needs of economic migrants, that there is a focus on immediate needs, and the absence of a longer view. It is suggested that these policies should be termed ‘reactive pluralism’. The discussion includes the view that the entire situation would improve considerably if economic migrants were given more support and targeted more directly as a group. This could be done through applying local, pluralistic and citizenship-based welfare policies in which economic migrants are approached as if they planned to stay.

Artikkelen tar utgangspunkt i ei undersøking om arbeidsinnvandring til dei fire vestlandsfylka og om dette leier til behov for å utvikle eigne lokale politikkar for velferdstenester. Materialet er statistikk for regionen, dokument og nettsider, og intervju med tenesteytarar, arbeidsinnvandrarar og arbeidsgivararar i fylkeskommunane og åtte kommunar. Hovudfokus i artikkelen er kva politikk som kjem fram gjennom praksis. Funna viser at det er lagt liten vekt på arbeidsinnvandrarane sine særskilte behov, at tenestetilbodet vektlegg det som er nødvendig der og då, og at det manglar tenesteutvikling for det framtidige og langsiktige. I artikkelen blir denne lokale politikken omtala som «reaktiv pluralisme» og det vert hevda at situasjonen kunne bli betre viss arbeidsinnvandrarane blei tatt meir på alvor som medborgarar og ved at kommunane la til rette for dei som om dei skulle bli verande i lengre tid.
