dc.description.abstractCooperative Intelligent Transportation Systems (C-ITS) initiate a new era in the realm of mobility and transportation. The modern technologies applied in the systems allow for innovative services concerning traffic and transportation management. Safer, smarter and better coordinated transportation networks provide society with wide-ranging socio-economic benefits. In like manner, new risks emanate from the novel complex socio-technical system. The paucity of adequate models, methods, theories, principles and approaches imbues C-ITS risk governance. Risk analysis, risk management and risk communication are intrinsically challenged. The rudimentary nature of risk and complexity science is not able to meet the challenges of intricate system interactions, dynamics, emergence and convoluted stakeholder arrangements. Correspondingly, this is to the detriment of a safe, secure and interoperable system. The purpose of this thesis is to obtain an overview of critical issues related to risk analysis, risk management and risk communication in C-ITS whereby a distinct emphasis is placed on risk communication. It is argued that C-ITS stakeholder groups will need to cater for the establishment of networks and risk communication structures. Networks and risk communication structures are conducive for ascertaining linkages between the various C-ITS subsystems. Ultimately, the identification of risks rests upon the determination of these linkages.
