Sammendrag
Bygg- og anleggsbransjen har opp gjennom tidene blitt oppfattet som en konfliktfylt bransje.Tradisjonelle anskaffelsesmetoder har krevd detaljstyring av prosjektene på grunn av inngåendefunksjonsbeskrivelser, samt omfattende kontrakter. Konkurranser har vært krevende med høytfokus på pris. Det har hersket en ubalanse mellom forventninger til resultatet fra byggherres side ogleverandørs forståelse av hva byggherre egentlig ønsker. Bransjens utvikling har ført til press påleverandørens priser, og med et sluttresultat som ikke lever opp til byggherres forventning tilkvalitet. Dette har ført til blant annet forsinkelser, store budsjettoverskridelser, mangel påtransparens og konflikter. BVP metoden er et verktøy som har blitt innført med tanke på å bidra tilforbedret samhandling mellom byggherre og leverandør. Metoden hevder å kunne reduserekonflikter, øke produktivitet og holde kostnader innenfor budsjettrammen.
Forskning hevder at en balanse mellom tillit og kontroll vil gi det mest tilfredsstillende resultatet iet samarbeid. I denne oppgaven ønsker vi derfor å se nærmere på samspillet mellom tillit, kontraktog risiko ved bruk BVP metoden. Vi er interessert i å undersøke hvilken betydning tillit har for deinvolverte og hvilken innflytelse de opplever metoden har hatt på tillitsnivået. I tillegg er detinteressant å få deres erfaringer rundt metoden med tanke på om den reduserer behovet fordetaljstyring og kontroll i gjennomføringen av prosjektet. Vi har benyttet oss av en kvalitativforskningsmetode i dette studiet; case studie, dokumentstudie, samt seks semistrukturertedybdeintervju.
Resultatet viser at respondentene mener at tillit er et viktig fundament for et samarbeid uansetthvilken samarbeidsform man velger å benytte seg av. BVP er fremdeles en ny metodikk, og det erikke enkelt å implementere metoden 100% etter teorien. Metoden fordrer til samhandling på ettidligere tidspunkt enn ved tradisjonell anskaffelse, noe som har hatt en positiv effekt påtillitsnivået. Dokumenterte leverandørprestasjoner og tidligere erfaringer er også med på å skape enkompetanse basert tillit mellom partene. Prosjektet opplevde utfordringer, men omfattendeforberedelser bidro allikevel til en mindre konfliktfylt prosess. Arbeidet som ble lagt ned ikonkretiseringsfasen og utførelsesfasen ved bruk av BVP metoden er av størst betydning, ogreduserer behovet for detaljstyring og kontroll. Samspillet mellom tillit, kontrakt og risikobalanseres ved hjelp av verktøyene metodikken benytter.
Som veiledning til BVP metodikken i masteroppgaven har vi benyttet oss av boken: Best ValueProcurement - Prestasjonsinnkjøp (Van de Rijt et al., 2016). Over the years, the building and construction sector has been perceived as a conflict-riddenindustry. Traditional procurement methods have required detailed management of the projects dueto in-depth job descriptions, as well as extensive contracts. Competitions have been demandingwith a high focus on price. This has led to an imbalance between expectations of the result from thebuilder’s side and the supplier's understanding of what the builder really wants. The building andconstruction sector’s expansion has led to pressure on the supplier's prices, and with an end resultthat does not live up to the client's expectation of quality. This has led to delays, large budgetoverruns, lack of transparency and conflicts. The BVP method is a tool that has been introducedwith a view to contributing to improved interaction between client and supplier. The method claimsto be able to reduce conflicts, increase productivity and keep costs within budget.
Research claims that a balance between trust and control will produce the most satisfactory result ina cooperation. In this thesis, we therefore want to take a closer look at the interaction between trust,contract and risk using the BVP method. It is interesting to investigate what significance trust hasfor those involved and what influence they experience the method has had on the level of trust. Inaddition, it is interesting to get their experiences around the method in terms of whether it reducesthe need for detailed management and control in the implementation of the project. We have used aqualitative research method in this study; case study, document study, as well as six semi-structuredin-depth interviews.
The results show that the respondents believe that trust is an important foundation for acollaboration, regardless of which form of collaboration one chooses to use. BVP is still a newmethodology, and it is not easy to implement the method 100% according to the theory. Themethod requires interaction at an earlier stage than in traditional procurement, which has had apositive effect on the level of trust. Documented supplier performance and previous experience alsohelp to create competence-based trust between the parties. The project experienced challenges, butextensive preparations nevertheless contributed to a less conflict-filled process. The work that wasput into the concretisation phase and the execution phase using the BVP method is of the greatestimportance and reduces the need for detailed management and control. The interaction betweentrust, contract and risk is balanced by the tools the methodology uses.
