Norway is a significant shipping nation with a global presence. Therefore, it is important to take into account maritime traditions and focus more on safety and security by increasing the risk understanding in a safety culture. As a result of the corona pandemic comprehensive measures were implemented by the Norwegian government and in many other places in the world in 2020. Covid-19 is one of the biggest risks maritime organizations have been exposed to in modern times. This affects both passengers and ship crew health and safety. This brought enormous changes in society, e.g., many cruise ships were still on route and two often heard words were quarantine and isolation. The comprehensive measures from the covid-19 hit the cruise industry hard and an event that made headlines in Norway was the corona outbreak on the Hurtigruten in 2020. The purpose of this assignment is to provide an overview of how the covid-19 outbreak on Hurtigruten in 2020 was handled before, during and after the crisis. There were two voyages: First voyage, 17th July 2020 – 24th July 2020: 143 passengers, second voyage, 24th July – 31st July 2020: 177 passengers. This thesis examines through the IRGC framework and the five critical steps. The IRGC seeks to improve the risk understanding and risk management. The fact that outbreaks and various crises occur on board ships is not a new phenomenon. But this ended as it did due to weak risk understanding and a weakened safety culture and misled risk communication. Fundamental change in Hurtigruten's structure that ensures a better safety culture and risk understanding will increase quality and the implementation of a risk governance framework.
