Samfunnsbeskytter og grensebeskytter

Abstract

Tolletatens hovedoppgave er å være en beskytter for det norske samfunnet gjennom sitt arbeid på grensen. Norge har en lang landegrense og kystgrense som gir Tolletaten et stort kontrollområde. Oppgaven ser derfor nærmere på hvordan Tolletaten, med en samfunnsbeskyttende rolle er en del av den norske sikkerhetsstyringen i dag, og på hvilket nivå. Oppgavens problemstilling er derfor som følgende: Hvordan blir Tolletaten ansett som samfunnsbeskytter gjennom sitt arbeid på grensen i styringsdokumenter på kommunalt, fylkeskommunalt og nasjonalt nivå? Oppgaven er en litteraturstudie og tar for seg 30 offentlige dokumenter som omhandler samfunnssikkerhet, beredskap, Tolletaten, kommuner og fylkeskommuner. Analysen drøftes i lys av sikkerhetsstyring, beredskapsprinsipper, organisatoriske silodannelser og ansvarspulverisering. Oppgaven konkluderer med at Tolletaten ikke i særlig stor grad blir sett på som en samfunnsbeskytter gjennom sitt arbeid på grensen på et nasjonalt nivå, og at etaten utelukkende omtrent ikke er nevnt i styringsdokumentene på lavere nivå, til tross for at Tolletaten selv gjennom sine styringsdokumenter ønsker større deltakelse i samfunnssikkerhetsarbeidet. Konsekvensene av funnene blir sett i lys av en modell for sikkerhetsstyring.

The Norwegian Customs main function is to protect the Norwegian society through its work at the border. Norway has a long land border and coastal border, which gives the Norwegian Customs a large area to control. The study therefore takes a closer look at how the Norwegian Customs, with its social protection role, is part of Norwegian security management today, and at what level. The research question is therefore as follows: How is the Norwegian Customs considered as a social protector through its work on the border in goverance documents at municipal, county and national levels? The study is a literature study and examines with 30 public documents that related to social security, emergency preparedness, the Norwegian Customs, municipalities and county councils. The analysis is discussed in the light of social security, emergency preparedness principles, organizational silos and pulverization of accountability. The study concludes that the Norwegian Customs is not seen to a very large extent as a social protector through its work on the border at a national level, and that the Norwegian Customs is barely mentioned in the governance documents at the lower level, despite the fact that the Norwegian Customs itself, through its management documents, wants greater involvement in social security work. The consequences of the findings are considered in the context of a security management model.
