Økologisk forankring i offentlige plandokument – problemløsende eller symbolsk?

Abstract

Formålet med bacheloroppgaven har vært å studere høringsutkastet til temaplan for klima og miljø i landbruket i Stavanger kommune 2020-2030. Det ble spesielt lagt vekt på den ønskede satsingen på det økologiske landbruket i kommunen. Her ble problemstillingen derfor spisset til «Hvilke forklaringsfaktorer kan ligge til grunn for Stavanger kommunes ønskede satsing på økologisk landbruk?». Oppgaven tar videre utgangspunkt i to organisasjonsteorier: myteperspektivet og det instrumentelle perspektivet. For å belyse problemstillingen var det valgt å fokusere på selve høringsutkastet og dets formuleringer. Det ble supplert med intervjuer av informanter som tok del i utviklingen av dokumentet.

Oppgaven har tatt for seg casen og analysert ut fra begge perspektiver, og resultatene har vist at det finnes forklaringsfaktorer av både instrumentell og mytisk karakter. Temaplanens formuleringer, mål og virkemidler er en blanding av konsise og tallfestet, noen mål har en symbolsk rolle og andre mål er problemløsende. Det er tydelig at den ferdige behandlede temaplanen vil være et produkt av flere aktører der det har vært mange interesser på de økologiske målene.

The purpose of this thesis is to study the consultation draft for thematic strategy for climate and environment in agriculture in Stavanger municipality 2020-2030. Particular emphasis was placed on the desired investment in organic farming in the municipality. The thesis was narrowed down to "What explanatory factors can be the basis for Stavanger municipality's desired investment in organic farming?". The thesis is also based on two organizational theories: the myth perspective and the instrumental perspective. In order to shed light on the issue, it was chosen to focus on the consultation draft itself and its wording. It was supplemented with interviews of informants who took part in the development of the document.

The thesis has addressed the case and analysed from both perspectives, and the results have shown that there are explanatory factors of both instrumental and mythical nature. The thematic strategies formulations, goals and tools are a mixture of concise and quantified, some goals have a symbolic role and other goals are problem-solving. It is clear that the completed thematic strategy will be a product of several actors where there have been many interests in the organic agriculture.
