Ruspolitikkens vendepunkt - straff eller hjelp?

Abstract

I denne studien skal man se på hvordan ruspolitikken utformer seg i lys av fem utvalgte politiske partier. Oppgaven benytter seg av en litteraturstudie hvor ulike politiske program blir benyttet, samt offentlige intervjuer og andre medieplattformer. Det vil bli sett nærmere på hvordan de fem utvalgte politiske partiene enten støtter eller tar avstand fra avkriminaliseringen av narkotika i henhold til den omfattende rusreformen som tok sin plass i år 2019. Den franske pragmatiske sosiologien blir benyttet, for å undersøke hvordan de utvalgte partiene rettferdiggjør sine argumenter på. De utvalgte inkluderer Høyre, Fremskrittspartiet, Arbeiderpartiet, Senterpartiet og Miljøpartiet De Grønne hvor det observeres en betydelig variasjon i deres tilnærming til ruspolitikken. Tolket gjennom fransk pragmatisme, anvendes i alt åtte verdiordener som er presentert av Luc Boltanski og Laurent Thévenot. De politiske partiene benytter seg av flere verdiordener i sin argumentasjon, og til tross for vidt forskjellige synspunkter i sin ruspolitikk, kan man observere gjentagelse av flere av disse verdiordener blant de politiske partiers argumentasjon.

This study will look at how drug policy is shaped considering five selected political parties. The thesis uses a literature review where various political programs are used, as well as public interviews and other media platforms. It will be examined how the five political parties either support or reject the decriminalization of drugs in accordance with the comprehensive drug reform that took its place in the year 2019. The French pragmatic sociology is used, to examine how the selected parties justify their arguments. Those selected include the Conservative Party, the Progress Party, the Labour Party, the Centre Party, and the Green Party, where a considerable variation in their approach to drug policy is observed. Interpreted through French pragmatism, a total of eight value orders presented by Luc Polanski and Laurent Thévenot are used. The political parties use several value orders in their argumentation, and despite widely differing views in their drug policy, one can observe the repetition of several of these value orders in the argumentation of the selected political parties.
