dc.description.abstractDenne masteroppgaven skal handle om den offentlige debatten i forkant av Ryfast-prosjektets start i 2012. Ryfast er navnet på de tre tunnelene som binder Ryfylke til Nord-Jæren; Ryfylketunnelen, Hundvågtunnelen og Eiganestunnelen. Byggingen av Ryfast markerte slutten på en flere tiår gammel debatt om hva som ville være det beste fastlandssambandet mellom Ryfylke og Nord-Jæren. Lenge var planen å bygge en rørbro over Høgsfjorden. Men i 1999 ble Ryfast AS opprettet. Dette satte fyr på den offentlige debatten i Strandbuen og Stavanger Aftenblad. Formålet med denne masteroppgaven er å gi en oversikt over hvordan den offentlige debatten rundt Ryfast var i perioden 1998-2012. Jeg skal forsøke å se på hvilke faktorer som var viktigst når et fastlandssamband skulle velges, og se hvem hovedaktørene i debatten var. Mitt kildemateriale er alle avisutgavene som omtalte Ryfast i den aktuelle tidsperioden. Jeg har tatt i bruk tematisk analyse for å analysere kildemateriale. Konklusjonen av oppgaven er at debattantene kan deles inn i tre hovedgrupper; Ryfast-tilhengere, Høgsfjord-tilhengere og fastlandssamband-motstandere. Alle debattantene argumenterte enten for det de syntes var best for samfunnsutviklingen i regionen, eller for det som ville passe dem best i forhold til blant annet økonomi og pendling. Politikerne argumenterte for at de ønsket det som var best for Ryfylke, men mye tyder på at de kun ønsket det beste for egen kommune. De hyppigst brukte argumentene handlet i hovedsak om byutvikling, økonomi, turisme, miljøvern og sikkerhet.
dc.description.abstractThis master's thesis will be about the public debate ahead of the launch of the Ryfast project in 2012. Ryfast is the name of the three tunnels that connect Ryfylke to Nord-Jæren; Ryfylketunnelen, Hundvågtunnelen and Eiganestunnelen. The construction of Ryfast marked the end of a decades-old debate about what would be the best mainland connection between Ryfylke and Nord-Jæren. For a long time, the plan was to build a pipe bridge over the Høgsfjord. But in 1999, Ryfast AS was established. This heated up the public debate in Strandbuen and Stavanger Aftenblad. The purpose of this master's thesis is to provide an overview of how the public debate around Ryfast was in the period 1998-2012. I will try to look at which factors were the most important when a mainland connection was to be chosen and see who the main actors in the debate were. My source material is all the newspaper editions that mentioned Ryfast in the relevant period. I have used thematic analysis to study the source material. The conclusion of the thesis is that the debaters can be divided into three main groups; Ryfast supporters, Høgsfjord supporters and those who did not want a mainland connection. All the debaters argued either for what they thought was best for the development of the region, or for what would suit them best in relation to, among other things, economics and commuting. The politicians argued that they wanted what was best for Ryfylke, but there are many indications that they only cared about the best for their own municipality. The most frequently used arguments were mainly about urban development, the economy, tourism, environmental protection, and security.
