«Tyskerbarna» - den lange veien til billighetserstatning.

Abstract

Denne masteroppgaven vil omhandle fortellingene om krigsbarna og deres lange vei til billighetserstatningen. Disse barna var barn av norske mødre og som hadde soldater fra okkupasjonsmakten under 2.verdenskrig, som fedre. Barna ble ofte kalt for «tyskerbarn». På grunn av krigsbarnas opphav fikk mange av de 10-12 000 krigsbarna her i Norge lide, både fra myndighetene og samfunnet før og etter krigen. Krigsbarn har lenge vært et tema som vi har forbundet med tabu, skam og at det var en lang periode man ikke skulle snakke om dem. Siden krigsbarna har vært en del av en glemt og skjult historie i Norge, førte dette til at jeg ønsket å ha et fokus på følgende problemstilling: Hvordan forandres fortellingen om krigsbarna i norsk offentlighet i tiden fra 1979?

Ut fra problemstillingen valgte jeg å gjøre en analyse av narrativer, som jeg trakk ut fra utvalgte kilder. For å kunne besvare oppgaven, valgte jeg noen begreper innen teorier som jeg mener på, vil belyse temaet mitt på en god måte. Her kan vi se at begrepene som minner, stillhet og glemsel og anerkjennelse, blir viktige når jeg skal gå inn i materialet og skal finne svar på problemstillingen min og er med på å definere krigsbarna. Studien min tar for seg tidsperioden 1979 til 1999 og 2000 til 2019. I tillegg har jeg valgt et eget kapittel som omhandler det politiske rundt krigsbarna og billighetserstatningen. Til slutt har jeg en konklusjonsdel der jeg trekker slutninger av analyseringen jeg har gjort.

Resultatene viser at fortellingen om krigsbarna i norsk offentlighet i tiden fra 1979, endrer seg fra å være helt stille til at krigsbarna våget å stå frem med sine historier og sin lange kamp for å bli anerkjent av det norske folket. Krigsbarna fikk senere sin unnskyldning som de hadde ventet lenge på.

This master's thesis will deal with the stories of the children of war and their long journey to restitution. These children were children of Norwegian mothers and who had soldiers from the occupying forces during World War II, as fathers. The children were often called "German children". Due to the origins of the children of war, many of the 10-12 000 children of war here in Norway suffered from both of the authorities and society before and after the war. Children of war have long been a topic that we have associated with taboos, shame and that it was a long period that nobody talk about them. Since the children of war have been part of a forgotten and hidden history in Norway, this led me to want to focus on the following issue: How does the story of the children of war in the Norwegian public change from 1979?

Based on the problem, I chose to do an analysis of narratives, which I drew from selected sources. In order to answer the question, I chose some concepts within theories that I believe will illuminate my topic in a good way. We can see that the concepts such as memories, silence and forgetfulness and recognition became important when I go into the material and find answers to my problem and help to define the children of war. My study covers the period 1979 to 1999 and 2000 to 2019. In addition, I have chosen a separate chapter that deals with the politics of war children and resitution. In the end, I have a conclusion section where I draw conclusions from the analysis I have done.

The results show that the story of the war children in the Norwegian public in the time from 1979 changes from being completely silent to the war children daring to come forward with their stories and their long struggle to be recognized by the Norwegian people. The children of war later received their apology, which they had been waiting for a long time.
