En fredsnasjon i krig: Hvordan Norges militære engasjement i Afghanistan ble inkorporert i en offisiell utviklingspolitisk diskurs

Abstract

Sammendrag Denne oppgaven tar for seg hvordan Norges militære engasjement i Afghanistan ble en del av en offisiell utviklingspolitisk diskurs. Det blir også tatt opp hvordan en fredsnasjon som Norge har aktivt deltatt i krigshandlinger over to tiår uten at dette har blitt debattert omfattende blant politikerne. Tematikk som tas opp er blant annet utenrikspolitikk, sikkerhetspolitikken til Norge og utviklingspolitikk, samt engasjementspolitikken som Norge har ført i mange tiår. Oppgaven faller inn under fagfeltet som tar for seg sikkerhetspolitikk, utenrikspolitikk og internasjonale konflikter. Her har det blitt gjort en betydelig mengde forskning, men siden konflikten i Afghanistan akkurat har blitt avsluttet vil denne oppgaven ha muligheten til å kunne se et mer helhetlig bilde av de 20 årene samlet. Empirien som oppgaven benytter seg av i analysedelen for å kunne bearbeide problemstillingen er uttalelser gitt av norske statsministre og utenriksministre gjennom de tjue årene konflikten varte. Det har blitt samlet inn en betydelig mengde empiri for å kunne analysere hvordan retorikken blir vinklet, samt hvordan den utvikler seg med årene. Det blir i slutten av oppgaven lagt frem et svar på problemstillingen som legger frem hvordan norske politikeres hovedfokus var å legge frem arbeidet som ble gjort i Afghanistan som et hovedsakelig utviklingspolitisk arbeid fremfor en sikkerhetspolitisk vinkling.

Abstract This thesis is about how Norway’s military engagement in Afghanistan became a part of an official development policy discourse. The text will also discuss how a peace-nation like Norway have been participating in active actions of war during the last two decades without a serious public debate among the politicians. The themes included in the thesis is foreign policy, security policy, development policy and a Norwegian engagement policy that is many decades old. This thesis falls under the field of foreign policy, security policy and international conflicts. These fields contain a good amount of research, but since the conflict in Afghanistan just finished will this thesis contain a wider view of the entire period. The data that the thesis uses in the analyses part to process the main research question are statements given by Norwegian prime ministers and foreign minsters during the twenty years the conflict lasted. The data collected will be used to analyze how the rhetoric is presented and how it is developing during the period. In the end of the thesis there is a part where an answer to the research question is presented and discussed. The question that gets answered is about how the Norwegian politicians focus during the conflict in Afghanistan is to present the work done as mainly developmental policies instead of focusing security policies.
